PCB nearly built but...

I have nearly finished building the PCB and just need to know where to solder the 15v wire.  I can see on several pics on this page

that the red lead is soldered to a pad that is not on my, newer, PCB board.  I can also see that Voltage Reg is an LM78L12 12v one and can find the pinouts on one of those chinese websites that have all the data, but I am seeing conflicting information and rather than take a chance and possibly blow something I thought I'd ask here.
